Method
 

  1. In a large skillet or wok, heat the vegetable oil over medium-high heat.
  2. Add the ground beef to the skillet, breaking it apart with a spatula. Cook until browned and cooked through, about 5-7 minutes. Drain excess fat if necessary.
  3. Stir in the minced garlic and ginger, cooking for about 1-2 minutes until fragrant.
  4. Add the sliced cabbage to the skillet and stir-fry for about 5 minutes, or until the cabbage is tender but still crisp.
  5. In a small bowl, whisk together the soy sauce, oyster sauce, rice vinegar, sesame oil, sugar, and black pepper. Pour the sauce over the beef and cabbage mixture, stirring well to combine.
  6. Continue to stir-fry for an additional 2-3 minutes, allowing the flavors to meld.
  7. Remove from heat and garnish with chopped green onions.
