- Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
- In a large mixing bowl, sift together flour, cocoa powder, sugar, baking powder, baking soda, and salt.
- Add eggs, milk, oil, and vanilla to the dry ingredients. Beat on medium speed for 2 minutes.
- Stir in boiling water until the batter is smooth. It will be thin.
- Pour the batter evenly into the prepared pans.
- Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
- Cool the cakes in the pans for 10 minutes, then turn out onto wire racks to cool completely.
- For the frosting, beat the softened butter until creamy. Gradually add powdered sugar and cocoa powder, mixing on low speed.
- Add salt, vanilla, and heavy cream. Beat on high speed for about 3 minutes until fluffy.
- Place one layer of cake on a serving plate. Spread frosting on top, then place the second layer on top and frost the top and sides.
- Garnish with chocolate shavings or sprinkles and fresh strawberries if desired.
