- Preheat your oven to 350°F (175°C).
- Grease a 9x13-inch baking pan and line the bottom with parchment paper.
- In a large mixing bowl, whisk together the flour, baking powder, baking soda, cinnamon, nutmeg, and salt.
- In another bowl, whisk together the eggs and sugar until well combined. Add the oil and vanilla extract, mixing until smooth.
- Gradually add the dry ingredients to the wet ingredients, stirring gently until just combined. Fold in the grated carrots, nuts, and raisins if using.
- Pour the batter into the prepared baking pan and spread evenly. Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.
- Allow the bars to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
- For the frosting, beat together the cream cheese and butter until smooth. Add the vanilla and powdered sugar, mixing until creamy. Adjust the sugar for desired consistency.
- Once the bars are completely cool, spread the cream cheese frosting on top. Cut into squares and serve.
