- Preheat your oven to 350°F (175°C).
- Prepare two 9-inch round cake pans by lining the bottoms with parchment paper and spraying the sides with non-stick cooking spray.
- In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add the milk, vegetable oil, eggs, and vanilla extract to the dry ingredients and mix until smooth.
- Gradually stir in the boiling water until well combined. The batter will be thin.
- Pour the batter evenly into the prepared cake pans.
- Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

- Once the cakes are completely cool, frost the top of one layer, place the second layer on top, and frost the top and sides of the cake.
