- If desired, sear the beef in a skillet with olive oil over medium-high heat for 2-3 minutes on each side until browned. Transfer to the slow cooker.
- In a bowl, toss halved baby potatoes with olive oil, salt, and pepper. Layer them at the bottom of the slow cooker.
- In a small bowl, mix melted butter, minced garlic, thyme, rosemary, smoked paprika, onion powder, salt, and pepper. Drizzle half of this mixture over the potatoes.
- Add the seared beef on top of the potatoes and pour the remaining garlic butter mixture over the beef.
- Pour beef broth over the entire mixture to keep it moist during cooking.
- Cover the slow cooker and cook on low for 6-8 hours or on high for 3-4 hours until the beef is tender.
- Once cooked, check for doneness. The beef should shred easily, and the potatoes should be tender. Let it rest for 10 minutes before serving.
- Garnish with fresh parsley before serving.
