Method
 

  1. In a large mixing bowl, combine ground beef, garlic powder, onion powder, salt, and pepper. Mix gently until combined.
  2. Divide the mixture into six equal portions and shape each into a patty about 1/2 inch thick.
  3. Heat a skillet over medium heat and cook the patties for 3-4 minutes on each side until browned but not fully cooked.
  4. Remove the patties from the skillet and set aside. In the same skillet, whisk together 1 cup of milk and flour until smooth.
  5. Gradually add the remaining 1 cup of milk while whisking continuously. Cook over medium heat until the gravy thickens, seasoning with salt and pepper to taste.
  6. In a baking dish, layer the sliced potatoes and onions, then place the browned patties on top. Pour the gravy over everything and sprinkle with cheddar cheese.
  7. Cover with foil and bake in a preheated oven at 350°F (175°C) for 1 hour, until the potatoes are tender and the patties are cooked through.
  8. Let rest for a few minutes before serving. Enjoy your hamburger steak with your favorite sides!
