- In a large mixing bowl, combine ground beef, garlic powder, onion powder, salt, and pepper. Mix gently until combined.
- Divide the mixture into six equal portions and shape each into a patty about 1/2 inch thick.
- Heat a skillet over medium heat and cook the patties for 3-4 minutes on each side until browned but not fully cooked.
- Remove the patties from the skillet and set aside. In the same skillet, whisk together 1 cup of milk and flour until smooth.
- Gradually add the remaining 1 cup of milk while whisking continuously. Cook over medium heat until the gravy thickens, seasoning with salt and pepper to taste.
- In a baking dish, layer the sliced potatoes and onions, then place the browned patties on top. Pour the gravy over everything and sprinkle with cheddar cheese.
- Cover with foil and bake in a preheated oven at 350°F (175°C) for 1 hour, until the potatoes are tender and the patties are cooked through.
