Method
 

  1. In a medium bowl, whisk together flour, baking soda, baking powder, and salt.
  2. In a large mixing bowl, cream together softened butter and sugar until smooth and fluffy.
  3. Beat in the egg, vanilla extract, and almond extract until well combined.
  4. Gradually blend in the dry ingredients until the dough comes together. If too crumbly, add milk one tablespoon at a time.
  5. Divide the dough into two portions, flatten into disks, wrap in plastic wrap, and chill in the refrigerator for at least 1 hour.
  6. Preheat the oven to 375°F (190°C).
  7. On a floured surface, roll out one disk of dough to about 1/4 inch thick.
  8. Use a heart-shaped cookie cutter to cut out cookies and place them on ungreased baking sheets.
  9. Bake for 8 to 10 minutes, until the edges are lightly golden. Let cool on baking sheets for a few minutes before transferring to wire racks.
  10. Once cooled, decorate with royal icing or fondant and add sprinkles as desired.
