- Preheat the oven to 375°F (190°C). Grease a 9x13-inch baking dish with cooking spray or olive oil.
- In a large skillet over medium heat, heat olive oil. Brown the ground beef for about 5-7 minutes, breaking apart with a spoon as it cooks. Drain excess fat if needed.
- Add onions and garlic to the skillet and saute until soft and translucent, about 3-4 minutes.
- Spread the cooked ground beef mixture evenly in the bottom of the prepared baking dish.
- Layer thinly sliced potatoes (about 1/8-inch thick) on top of the beef. Season with salt, pepper, Italian seasoning, and paprika.
- Sprinkle shredded cheddar and grated Parmesan cheese over the potatoes.
- Pour beef broth (or water) slowly along the inside edges of the dish to keep potatoes moist while baking. Optionally drizzle with milk for extra creaminess.
- Cover the casserole with aluminum foil and bake for 30 minutes.
- Remove foil and bake for an additional 15-20 minutes until potatoes are fork-tender and cheese is bubbly and golden brown.
- Garnish with fresh parsley if desired. Let rest for a few minutes before serving.
Notes
Always brown ground beef until well browned for best flavor. Slice potatoes thin and uniform (1/8-inch thick) for even cooking. Don't skip adding liquid - casserole will dry out without it. Let casserole rest for a few minutes after baking for easier serving. Can prepare ahead and store in fridge overnight before baking.
