- Preheat your oven to 350°F (175°C).
- Grease a 9x9-inch baking dish with olive oil.
- In a large mixing bowl, combine drained tuna, steamed cauliflower, diced celery, and diced onion. Stir gently to mix.
- Add heavy cream, mayonnaise, garlic powder, onion powder, dried dill, salt, and pepper to the mixture. Mix thoroughly.
- Pour the mixture into the greased baking dish and spread evenly. Top with crushed pork rinds.
- Bake in the preheated oven for 25-30 minutes, or until bubbly and golden brown.
- Allow to cool for a few minutes before serving.
