- Sift powdered sugar into a large mixing bowl.
- Add meringue powder and water, mix on low speed until combined.
- Increase speed to medium and beat for 5-7 minutes until glossy and stiff peaks form.
- If desired, add vanilla extract for flavor.
- Divide icing into bowls and add food coloring to achieve desired shades.
- Prepare piping bags with small round tips and fill with colored royal icing.
- Pipe flower shapes on parchment paper and allow to dry for at least 24 hours.
- Knead fondant on a dusted surface until soft and pliable.
- Color fondant with food coloring if desired, then roll out to 1/4 inch thick.
- Cut out shapes using cookie cutters or molds and allow to dry for 4-6 hours.
- Attach dried royal icing flowers to the cake using a small amount of royal icing.
- Add fondant decorations to the cake as desired, using water or royal icing to help them stick.
