- Preheat oven to 375°F (190°C).

- Stir in heavy cream and bring to a gentle simmer.
- Add shredded Gruyère cheese, stirring until fully melted and smooth.
- Mix in lemon zest, then season with salt and pepper to taste.
- In a baking dish, arrange scallops and shrimp evenly.
- Pour the creamy cheese sauce over the seafood.
- In a small bowl, combine panko breadcrumbs with olive oil and a pinch of salt.
- Sprinkle the breadcrumb mixture over the top.
- Bake for 20–25 minutes until seafood is opaque and topping is golden.
- Optionally, broil for 2–3 minutes for extra crispiness.
- Let rest briefly before garnishing with parsley and green onions.
