Method
 

  1. Heat olive oil in a large skillet over medium heat. Add chopped onion and diced carrots, sauté for about 5 minutes until soft.
  2. Add ground lamb or beef to the skillet, breaking it apart with a wooden spoon. Brown the meat for about 5-7 minutes.
  3. Stir in minced garlic and cook for an additional minute. Add tomato paste, Worcestershire sauce, beef broth, thyme, rosemary, salt, and pepper. Simmer for about 10 minutes.
  4. Mix in frozen peas and remove from heat.
  5. In a separate pot, boil salted water and add cubed potatoes. Cook until tender, about 15-20 minutes.
  6. Drain potatoes and return to the pot. Add milk, butter, salt, and pepper. Mash until smooth and creamy.
  7. Preheat oven to 400°F (200°C). In a baking dish, spread the meat filling evenly. Spoon mashed potatoes over the filling, spreading evenly.
  8. Bake for 25-30 minutes until the top is golden brown.
  9. Let cool for a few minutes before serving.
