- Heat olive oil in a large skillet over medium heat. Add chopped onion and diced carrots, sauté for about 5 minutes until soft.
- Add ground lamb or beef to the skillet, breaking it apart with a wooden spoon. Brown the meat for about 5-7 minutes.
- Stir in minced garlic and cook for an additional minute. Add tomato paste, Worcestershire sauce, beef broth, thyme, rosemary, salt, and pepper. Simmer for about 10 minutes.
- Mix in frozen peas and remove from heat.
- In a separate pot, boil salted water and add cubed potatoes. Cook until tender, about 15-20 minutes.
- Drain potatoes and return to the pot. Add milk, butter, salt, and pepper. Mash until smooth and creamy.
- Preheat oven to 400°F (200°C). In a baking dish, spread the meat filling evenly. Spoon mashed potatoes over the filling, spreading evenly.
- Bake for 25-30 minutes until the top is golden brown.
- Let cool for a few minutes before serving.
